In Chilmark we've been tasked to collect job descriptions, pay scales, and miscellaneous information about the harbor jobs in order for the Personnel Board to create new job descriptions and possibly revise the pay scales, etc.
We are particularly interested to see what common factors may be present in job descriptions for:
- harbormasters (and assistants)
- wharfingers (and assistants)
Is your harbor particularly busy at certain times of the year (summer is a given)?
Are there lots of fishing vessels -- offshore, coastal or bays & ponds (scallops for instance)?
Do you have passenger ferries (Hyannis, Nantucket, Woods Hole, Martha's Vineyard ports) and/or commercial activity (Vineyard Haven has lots of commercial activity with tugs and barges, launch service, etc.)?
Do you have an extended responsibility such as for ponds and waterways throughout the Town?
Do you require harbor personnel to have any particular licenses such as USCG, gun licenses, etc.?
Does the harbormaster establish, draft and oversee short term and long term plans for the harbor including regular maintenance and capital projects?
As you can see I'm asking a lot but I promise to share with Stu and the Group, because I think that this may be a variant of questions asked by other Harbor departments and as the boating season winds down towns may be re-evaluating what goes on in each harbor and port.
